Jeremy Bentham was, of course, the designer and promoter of the panopticon, a concept which was revived, and rendered into a major contemporary trope, by Michel Foucault in Discipline and Punish. Bentham and his cohorts were Utilitarians who were set upon producing happiness on a mass scale. One method, ironically, was a device by which people could be made to "police" them-selves and their actions.
